it's not related to the sheets.

it's related to the properties of the referenced callout.

something is making it's reference hidden in view.

Not sure what exactly.

As mentioned by mostafa … that has nothing to do with the SIM Callout referencing a view already on the sheet.

I think you have a filter applied on that view which is filtering out/hides callouts if placed on sheet

Check "Hide at scale coarser than" value of the detail view and make sure it is smaller than the plan view. Check filters of the plan view as suggested above.

lol You didn't read my reply #3 above, did you?! or you read it but didn't bother to check filters?

 

Anyhow...just incase you bump into such case in the future too:

 

While callouts are not affected by scale like sections and elevations, the third reason which causes callouts may disappear(beside Visibility Graphics/Overrides and Filters) is ... View Phase and Phase filters
