it's not related to the sheets.
it's related to the properties of the referenced callout.
something is making it's reference hidden in view.
Not sure what exactly.

As mentioned by mostafa … that has nothing to do with the SIM Callout referencing a view already on the sheet.
I think you have a filter applied on that view which is filtering out/hides callouts if placed on sheet

lol You didn't read my reply #3 above, did you?! or you read it but didn't bother to check filters?
Anyhow...just incase you bump into such case in the future too:
While callouts are not affected by scale like sections and elevations, the third reason which causes callouts may disappear(beside Visibility Graphics/Overrides and Filters) is ... View Phase and Phase filters -
