That depends upon local building codes for that location.

 2) eccentric footing design and example and details pls-

Please post your query in the Revit Structure forum

The world is like as a football.

we should design as much possible as Environment.  Our living shade taking from the natural world.

comfortable word, world, home, road etc =====================    Standard scale should follow .and must to be original copy of design not as your wish (code)

I agree with @Sahay_R, and most building codes can be accessed online. But, I'm not sure what you mean by "minimum side clear length". Do you mean side yard setback? Set back requirements are also governed. Depends on the jurisdiction and zoning. Some allow zero-lot line single family homes. Some allow an eccentric footings to encroach into the required setback; others do not.

...but, here in Northern California, the "typical" R7 side-yard setback is 5'-0" (measured from slab).

The footing design will need to be established by a Structural Engineer. Its design depends upon bearing soil conditions as well as the Architectural design.

How inspiring! You are such a noble soul! As such, you will realize that @Sahay_R answer was accurate! All you have to do is understand for what the word "code" is used for. Its your first step towards saving the planet! A code is something that came out of agreement between people. Once they agreed on something, they set it to be a condition! Those who don't follow it will be sanctioned! But, can the agreement be changed? Yes... Legend says that only one of pure heart and dedication can change it....Are you the chosen one? Maybe....You will have to prove yourself! But before that, you will have to learn about all the conditions people already made before you! Can that information be found in Revit forum? No. Nonetheless, @Sahay_R gave you a correct answer which will help you on your journey. As a noble soul with a pure heart, you will surely accept her answer as a solution and be grateful to Gods who watch over you on your noble path!
