Shaded Rooms When Adding A New Room

Question: when in plan on the first floor, if I click on 'Room' to add a new room, all of the rooms already placed on the floor are shaded.  However, if I go to the second, third, etc, floor and try to do the same thing, none of the rooms already placed are shaded, only outlined.  Why is this?

I thought it might be a visibility graphics issue, but I have the same settings for both floors.  I thought it might be a type issue, but as far as I can tell the Room properties are all the same throughout the building.

What Revit quirk am I missing?

Have a look at VGO > Model Categories > Rooms - Expand - check or uncheck Interior Fill and Reference

No, that's not it.  I have the same visibility graphic settings for both floors.  Yet, when I select a room on the 1st floor it highlights, while a selected room on the 2nd floor is online outlined.

If I check interior fill and reference, then the rooms remain highlighted even if I'm not in a 'Room' command, which is not what I want.  I simply like the quick reference of selecting a room and it highlights its room bounds.  I just don't understand why it is operating differently on the various floors.

The view visual style is Wire Frame, change it to Hidden.
