You can't. The Variable box is not for control the blank row. They are just co-incidentally next to each other.

You can get there through Title and Header and other formatting tools.

@barthbradley   Is it possible the enlarge the size of the blank space before data?   When you say edit formatting tools like Title and Header, where is this editable?  I only see the option in the Appearance tab, but I don't see that it is possible to change the size.  Thank you for your help.

There is no blank row in the picture so you can just untick Blank row before data box in Appearance tab.

@ToanDN

Thank you for the reply, but the picture is showing an excel spreadsheet that I was going to recreate with detail lines and text, if I could make the blank row before data large enough to fit it all.  If it's not possible, I may just make the schedule in a drafting view, but I am open to suggestions.

You can make a Revit schedule look exactly like that easily with:

- Format tab: select fields and set Vertical header

- Select multiple column headers and Group and type in column grouped header

- Sorting/Grouping tab: sort by Level and add Sorting header

There is absolutely no need to add a tall blank row to fake in the information.

@ToanDN   I am not able to complete this step.  I thought I followed along, but nothing displayed vertical or grouped under a header.  Sorry for the confusion.
