Was working in rvt file but for some reason it turned into an rte file.

1.  Does it make a difference?

2.  If so how do I turn it back to an Rvt file?

3.  What is rte file for?

Yes.

Save and close the RTE.  Start a new Project and choose From Template then browse to the RTE.  Save the new project and it is your working file from now on.

3.  What is rte file for?

Revit Project Template.

You always use an RTE. Architectural, Construction, Structural, Mechanical are all RTEs

...Revit uses Templates in Families as well.  When you create a new family, Revit prompts you to select the Template to use. Generic Model, Generic Model Face Based, Generic Model Wall Based etc. are all Templates.

RTEs are Revit Project Template files.  When you start a new project you can choose from one of the pre-existing RTEs and inherit everything in that template.  Revit comes with a few ones such as shown below:

"IFC metric template.rte" doesn't exist.

You already have "Metric Template.rte", as it is installed by default.

"(Optional) Before opening an IFC file, use the Import IFC Options dialog and select a default template to use for IFC files.
Note: If a default template is not selected, the first template listed under File Locations in Revit Options dialog will be used."
