Phasing links by instance?

I'm currently working on a site development plan. There's several "standard" structures for temporary offices and such that the owner wants to place, and those have already been modelled to specs in RVT. So it's just a matter of linking them into the master project and going from there.
The problem I'm encountering is phasing in the master project. The temporary structures go in one place during the basic cleanup phase, then they move to another part during the construction phase, and so on. What I need is the links to change position depending on the project phase. Sounds simple enough, but...
Turns out you can define relationships between link phases and master phases, but on a link level. Not on an instance level. If I map the phases, all instances of the link with appear and disappear on the same phase.
Creating a family for the structures that I can place in the master isn't an option... extrusions and such won't cut it for the required detail level. Needs to be a linked file, from the RVT model the owner supplied.
The only option I can think of at the present is to bind the link, and leave the structure grouped. Then create several copies, ungroup and regroup. And configure the phasing within each group with the master's phases. But that sounds like a lot of work, I figure there's an easier way I haven't thought of yet...
Anyone have ideas on this one?
