A floor plan which has tagged elements (MEP) has to be rotated- how to rotate the view without disturbing the tags?

Tags tend to stay Horizontal and its the Leader that may move during the rotation you could edit the Leaders so they are not Fixed but Free.

If you use the Rotation on Sheet option with the Viewport selected, you rotate everything including the View Title.
If you edit the View directly this does not happen - Select the Crop Boundary > Modify Tab > Rotate Tool
Resize the Crop Boundary to fit your view (or edit the boundary)

Edit your TAG family. Select the label and make Keep Readable unchecked.

I followed the same process but the tags were displaced after the view was rotated. Does having a free end tag affect this?

Looking into this further I think it still is linked the probable other option would be to Select ALL the Tags > Modify Tab > Clipboard > Cut > Rotate the View > Paste to Same Place

You are right. It is working with TEXT only. It is supposed to but not working with LABELS.

It seems leads are linked to a point on the items no matter what so apart from turning off all the leaders and adding them in again?

Try this:

In addition to unchecking Keep Readable, check Rotate With Component. This option available inside the family (without clicking the label).

I tested it with one tag only. But worth to try.
