Rotating a view

Does anyone know of a view to rotate an RCP say... 15 degrees instead of 90 degrees?

There you go. Removed linked revit and IFC models, removed families and removed all sheets. Have fun.

You view crop region shape was edited so that rotating or assigning a scope box was not allowed.  Reset it, draw a scope box and rotate and resize it.
