Rotate a "model in place" object

I've got tons of good advices already so if you dont want to answer I'm totaly fine with that, but th problem is this. I'm trying to rotate a cylinder shaped object in my project, but always get the same answer no matter what view I'm in, "Can't rotate element into this position" What am I to do???

I'll submit a foto of what I'd like to do and my revit file

Probably modeled on a plane perpendicular to the plane you want to rotate it on.  You need to recreate on the different work plane. Probably best to model as loadable a work plane based family.  That way you can host additional instance of it to different named work planes in the project.  

 

Note: if you do model it as a loadable family check Work Plane Based and uncheck Always Vertical in the Family.
