Room tag only showing rectangle issue

The issue we are having is that every time we want to tag a room with the room tag tool, it gives us a solid small rectangle without usually adjusting to the walls of the room. When we click to put the tag down, it comes up with "Room is not in a properly enclosed region" and shows the small rectangle on the plan. 

The red boxes show where the options for room tagging are and where it is giving us the error of the rectangle tags. In the green box was adjusted offsets to see if that would change the rectangle but it didn't.

Is the building geometry a linked file? If so a linked file must be "Room Bounding" for rooms to see the links walls etc. Select the link and click Edit Type (Properties Palette), check the Room Bounding check box. Try placing rooms again.

Let's back up... are the walls in the same model as the rooms you want to create?

Besides the Room Bounding checking  , as Steve said, I suggest to have a look at the Phases:

• If the Phase of the View in wich the Room is placed is not a later phase that the one in wich all of the border walls are placed then the error shown by you occurs too...

Yep, the walls are the same level

Select a wall > look at its Properties: Is the Room Bounding check box checked? Have a look at other walls, they should all be checked.

What are the Base and Top Constraints of the walls assigned to the correct levels and are their offsets correct, or in other words are they tall enough to provide a boundary for the room?

Are the walls on Level 1 or a different level?
