revit tutorial: dependent view data set is missing sheet file shown in the video

"Copy of the sheet"?  Why are you showing us a Model View?  

FWIW: Sheets are not Views and Views are not Sheets.  Look at what's under "Sheets" in the Project Browser.  Maybe you already have what you are looking for.

You are opening a floor plan View, not a Sheet.

I bet the Tutorial shows you how to drag a view and place it on the Sheet.  Watch it again.

the tutorial did not call out the selection of the sheet. it simply showed
it and select it while placing the view on the sheet. thank you'

The topic of Setting up sheets and Placing sheets is discussed under chapter 7

If you cannot find the sheets in the current Revit Model you are using, you will need to go to the Dataset folder you downloaded and use/open the correct .rvt model which is saved under folder "7-Drawing Sheets" 

Note: Those specific tutorials you are watching are Certification Preparation crash coarse. Its purpose is to give the user an understanding of exam topics. The outline and video topics are not structured for teaching users Revit from scratch and they assume that the users are already acquainted with Revit. If you are learning Revit from scratch, you might need a more comprehensive course/tutorial

1. Either by completing the entire Learning PATHWAY offered by Autodesk (free) Learning-Pathways/Revit-Architectural-Design
2. Or there are several free ones on Youtube as well as LinkedIN Learning
