What is the best way to get the bottom railing to follow the angle of the stairs?

Select the railing then on the ribbon bar choose pick newhost then choose stair will be taking the shape

Maybe you don't need a rail there.

I solved it for you create ramp beneath those steps as a work around then choose pick new host those stairs

Your railing is simply missing the target. Edit and adjust the sketch linework and/or change the Offset from Path.
