What is the difference between Revit link attachment and overlay ?

Attachment loads nested linked models and displays them in the project, Overlay only loads the linked model.

Reference Type Determines whether the linked model will be shown (Attachment) or hidden ( Overlay ) when the host model is linked into another

If you use AutoCAD before, the behavior is exactly the same for Revit. Attached means your link in the central model will appear when the consultant links your central model into their model. Overlay means your link in the central model will not appear when consultants link your central model into their model. I would keep it safe and set your link as an overlay if you want to avoid the circular reference.
