revit is wrong for stair reaching elevations

I have a 11'-9" between floors.

11'-9" divided by 7" (max riser) is 21 risers.

The stair has 23 risers, but when I try to change 'desired number of risers' to 21, it give me the error "stair top end exceeds or cannot reach the top elevation fo the stair. add/remove risers at the top end by control or change the stiar runs 'relative' top height paramenter in the properties palette."

I have 0" offset from the floors in the constraints already.  What am I doing wrong?

is that with my file?   How did you do it?  I selected the stair and in the properties tried changing the 'desired number of risers" and it won't

I don't understand what you are trying to do. Your Stairs look fine to me.

 i can draw it, but i didn't want to have to re-draw the stair.  I already deleted it and drew it again.  I just wanted to know why (see original screenshot) i was getting the error.  It slows down my workflow and I have a lot to do.  I hoped by spending time to post here I would be able to understand the stairs better and be more efficient

The error message says clearly what the issue is.

Maybe for you, but not for me.  The relative top height is not a parameter in the properties

The issue is your old stair has 9 + 7 + 7 where it should be 9 + 6 + 6. You wouldn't need to redraw the entire stair, just edit it and redraw the top two runs with 6 risers each.

I thought you said you resolved by redrawing the stairs.  Also, each of the stair runs in the file you posted have "Relative Top Height" Parameters on my end.

thanks for your help Barth!  Yeah, there's the base offset and top offset if that's what the error meant, but I had them both set to zero, not something I needed to change for it to be a 21 riser stair
