Hi, I am currently having trouble editing the elevator shaft from the roof, it does not exist on the roof plan. I made sure that the base constraint is at level 1 and the top constraint is at the roof level but the elevator shaft only shows up to level 5, not the parapet level nor the roof level.

Is it high enough to penetrate through the roof/floor you are looking down at in the view?
...can't you just go to 3D view and drag it up however much you want it?
Did you try TAB-Selecting on the edge of the opening created by the Shaft Opening?
I believe I did what you suggested I am not too familiar with that command, I made a screencast to show what the elevator looks like.
I also made a screencast showing it in 3d view, as you can see I am still a rookie even with the view controls sorry, but hopefully that shows that the elevator goes up to the roof and right below the parapet.
Go to a 3D View and hover your mouse next to the edge of the floor cut made by the shaft, and hit the TAB key until the Shaft is selected. Then drag the top grip up as far as you need it. Alternatively, you can change the Unconnected Height value in the Properties of the Shaft.

Tried that, it did work to bring up the holes (or the x marks) of the shaft but didn't bring up the walls. When I tried to use the tab select with the walls it kept physically building them taller. Even so, I did try completing it that way just to see if the walls would show up in the roof plan after unconnecting the top constraint and building them higher, but unfortunately it still didn't show up in the roof plan.
Well apparently you can select it. It obviously isn't cutting through the floor you want it to, so select it again and either lower its Base Offset or raise its Unconnected Height.
Changed both the base offset and the unconnected height, which helped to raise the shaft opening so I still see the x marks on the roof plan but I still don't see the elevator shaft walls.
Stupid question, but I got to ask: are you sure the floor is visible in the View or within the View's View Range?
Reveal Hidden Elements and/or modify the View Range.
