I am working in cross section. 

I am using the annotation insulation tool. 

Oftentimes walls shift after the face. Is there no way to lock the insulation annotation element to the wall? 

What are best practices? Do people use this tool at all? 

 

I wonder why there isn't a special adaptable hatch that could work in this circumstance.

You can Align and Lock the Insulation.  Are you not able to?

That's the thing, the annotation insulation doesn't ever seem to allow me to lock an object. 

If I move a detail component in place, it will often show me locking options, none show up for the insulation.

Just to follow up, is there a way of forcing revit to show the "locking options" of a detail component or, well anything? 

Right now I just align or move things to have these show up.

Almost sounds like you have lost the ability to Align and Lock elements -- or you are not actually clicking on the padlock when you Align.    If you are, you should be seeing the padlock(s) when you select the element.  And, as I mentioned before, Reveal Constraints will show all the hidden constraints in red.
