From the Ribbon click on structure tab,  Then 'Reinforcement panel'

The functionality should be there as long as you have the structural tab (as set in Revit Interface options)   

Check this blog for steps

Is there specific content that is not included, like in this app for Revit 2018?

...wonder why Autodesk discontinued Advance Concrete, Structural Detailing and is still missing important addins for Revit 2019 (the only "tool" left for rebar detailing)......

There is a API changes for creating rebar in Revit 2019. I assume due to this reason the release of extension is postponed...!!!

I have recently purchased revit 2019. I'm stuck up due to extension. Who is going to bear my losses? Dont u think its time to sue  Autodesk internationally?

I  agree with you, It should be part of Revit rather than a separate extension, If the information is correct symetri will deliver this product as free addin for the Autodesk subscription customer same like before...!!!
