Revision clouds not showing

I have added revision clouds to multiple plan and elevation views in the same project, but none of the revision clouds are visible. The revision cloud visibility is turned on in each view. What could be the problem?

Open View tab > Revisions and make sure the Show column is set to Show Cloud and Tag.
