Revision by sheet not working as expected

Good day,

Using Revit 2023.

I have set my revision sequence for a file to be 'by sheet', however it appears to still be 'by project'.

If I, for example, want to add a new sheet in the file - if I then go to the Revision dialog, or try to cloud, the system still uses revisions from the whole project. I cannot add say, a separate 'revision 1' for different sheets created on different dates.

You misunderstood.  By project or By sheet is for numbering.  By project means the number of a revision is the same on every sheet. By sheet means the number of a revision can be different on different sheets,  depends on the sequence of the revision on sheets.
