Question Marks on Labels in Title Block

I am new to Revit and I have a problem with replacing the question marks with text on my title block labels. 

The catch is that I have already tried the steps of assigning the shared parameters to the project parameters, and have selected "Sheets", but they still won't show up and are not even editable.

I could be missing something crucial. Does anyone have any troubleshooting suggestions?

1...did you load the same shared parameter in the titleblock and the project?

2.....Sheet Number is a parameter that is already included with titleblocks and projects and doesn't need a shared parameter...

3...your custom Sheet No. parameter is set to number so you wouldn't be able to enter a sheet called A1.01.

Answers to questions:

1. Yes, the same shared parameters were loaded to the project.

2. This is a custom Title Block based off of an existing CAD file. We
have added the Project Name, Project Address, Revision Table, Plan Check #,
Sheet Name, and Sheet Number. All of these were created with shared
parameters in the Title Block rfa file, which include the following:

a. *Project Name*: Common Discipline; Multiline Text; created under
custom Group - Project

b. *Project Address*: Common Discipline; Multiline Text; created under
custom Group - Project

c. Revision Table – *Revision Description*: Common Discipline; Text;
created under custom Group – Revisions

d. Revision Table – *Revision Date*: Common Discipline; Text; created
under custom Group – Revisions

e. *Plan Check #:* Common Discipline; Number; created under custom
Group – Project

f. *Sheet Name*: Common Discipline; Text; created under custom Group
– Sheets

g. *Sheet Number*: Common Discipline; number; created under custom
Group - Sheets

3. So if I change the Sheet Number to be text it will work? What about
the other labels?

Did you create a different Sheet Number Parameter from the in-built Sheet Parameter? Also, if you created you Titleblock using only the in-built Parameters, as it sounds like you are saying, there is no need to create a Project Parameter.   

Seeing the file would help immensely.

Yes, Here is the TItle Block rfa file. I also attached the Shared Project Parameter Template text doc. Don't know if that will help or not.

You are making too much work for yourself. You are recreating parameters that already exist.  My suggestion would be to use only the in-built parameters in the Title Block family.  Then you don't need to do any Project Parameters.

I figured as much. I was following a video to customize our border. I will use the default and see if it will give what we are looking for.

Here is probably the issue with your parameters.   While Revit usually treats Parameter and PARAMETER as two different parameters, in this case it may not be and your PROJECT NAME is interfering with Project Name, same for SHEET NAME and Sheet Name.   There is no reason to create shared parameters for the built in parameters just because they are not CAPITALIZED.    Which really that is what it looks like you are doing to maintain a standard by chance?
