Properties pallet/ menu not showing up

So I have no idea why my properties pallet is not showing up I have clicked the icon in the modify>Properties and nothing happens so I went to the view tab> windows tab>user interface and made sure it was checked (which it was but unchecked and rechecked to try to get it to activate but nothing happens. I have no idea what more to do.

Click with the right mouse button anywhere and check if the properties is activated
