That sounds odd to me. What would you expect Revit to do in those "no color" instances?
I expect REVIT to accept "empty" COLOR ID in the LOAD LAYERS FROM STANDARS
maybe it will be clearer if you load the TXT file in your DWG export configuration and run it

FWIW: It doesn't seem to work in my testing on 2020, 2021, 2022 or 2023. Revit forces a Color ID in all those versions.
As an alternative, you could create a custom named export setup and transfer it to other projects via Transfer Project Standards. This method seems to respect the no Color IDs in my testing.

I understood what I had to do to get the configuration I needed.
I realized that the color in view and in section must be the same.
adopting this solved the problem.
