Problem with Insert Link CAD DWG file with topography survey map

I tried many times to Insert Link CAD DWG file with topography survey map in new Project - Architectural templete to use as Site Plan and to create toposurface from and then link my completed House model project into this Site Plan. I do everything as on 2 YouTube training videos: uncheck - current view only; colors - invert; layers - all; Import units - Auto-Detect; Positioning - auto Origin to Origin (it transforms it to center); Level 1; Orient to View. And NOTING happens - blank view, empty.

CAD file itself is fine because I could open it and see it in CAD viewer app that I have installed (I do not have Auto CAD program). What do I do wrong ? Why I see nothing but blank view ? Thank you !

I have opened it ! and dragged it to my area. It is too high because it is above see level. 2 Questions: How to bring it down and how to make sure that it is the same scale as my Model that will be linked here from another project. The scale shown is 1/8'' = 1'. I actually have not scale my model I was just keep drawing it with the scale as Revit in. What does it mean hide in scales: 1'' = 400'. Should I bring it down 400' ?

Lower it to where you need it in your project and then re-Acquire Coordinates (e.g. Reconcile and Save Position).

Why I am not able to rotate it at all ? It seems stuck. I can only zoom it, not moving at all !

I can not see anything pinned. I created toposurface and it looks like here in attachment. Navigation wheal does not work at all in that 3D. I can only zoom it. I have no idea how to do shared coordinates and what is that. Can not find good and simple training video on that. Another problem is that I need to link that toposurface into my model not otherwise because my house has lots of new families created and this one has nothin. So I need them to be able to rotate separately. Please see attachments. I so appreciate you messing with me !  If it is too late for you lets leave it to tomorrow. Thanks.

Oh. It suddenly start moving ! I do not know what I did to make it happen. So this problem has solved. Just need to understand shared coordinates and how to link it into my House safely. Thank you !

Here is what I have in my 3D view (I hid CAD file here)  and 1 level still has this cad file that I do not know what to do with (I would need it for site plan). I found Survey Point and Project Base Point. Just need to know how share coordinates and link this site plan to my House Project. Thank you very much for you BIG HELP !
