1. Make sure you are opening a Central File
( it should give few options like. a ( Detach from Central ), b ( Create local )
2. Make sure the local file path is set... default is usually in ( Documents ) folder.
3. If you can open the file detaching it then network is not the issue.. but if you cannot open it
then its probably Network issue...
4. Most important is to create a local file ONLY using CENTRAL file..

I am facing an issue with my Revit software 2018, 2017, 2016 & 2015 as well and to overcome this I tried to re-install the whole software package.
the problem is that all the Revit users in the office are able to open their central files simply by using the option "create new local" command that appears on the screen however on my machine this option doesn't allow you to opt that option(fades out / we can say unfocused). image attached for more clarification.

Can't create a local file from central. Before opening the checkbox that say "create a new local," is grey out and isn't letting me check on or off. But all my coworkers using the file isn't having any issues with it.
