Decals only show in Realistic Views. Does that work for you? Looks like @GustavoUbriaco has you covered then.

P.S. I recommend Fox News splash screen. 😉

Decals work in full Revit. If you use Revit LT then you need to create a material with the image, set it to not repeating, and size it to match the size of your TV screen.
