try this:

  • in Family Editor > Family Category and Parameters > Family Parameters > check :Work Plane Base - OK - load into the Project
  • in Project : Ceiling Plan > Placement > Place on Face and click on Ceiling - place the object..

I'made the steps in Revit 2016 and Revit 2017 and I don't see any problem...As an observation the 2d symbol that comes with the family for 2d Ceiling Plan seems to be much larger then usual and comparated with the 3d modeled object ( that is not visible in plan view)

Check "Work Plane-Based" in the Family and set the type parameter for default elevation to 0'-0".  Then reload it and place on a work plane.
