Overiding Cut View for elements not aligned to a Level.

Currently I have a series of Generic Model (Face Based) familys which contain both 3d geometry and a 2D Plan Label. If I place them on a Model level, the 2D label shows with no 3d geometry. However, if the family isn't placed on a level, I get a cut view and no 2D Plan Label.
Is there a way to override this so the 2D label is all you will ever see in plan view?
To give some context to the issue, the familys include a cone which is meant to indicate the location of a design risk. My structural colleague wants to place one on a beam which is between levels, so the plan label doesn't show at either above or below level. Ideally we need to label to show at the level below, but it would be useful if there was a way to quickly set where the 2d label is displayed via a parameter?
Any ideas would be appreciated.
