What would be the best way to change this multileader tag to a spline instead of a line? Is there a way to create the the spline with 2 adjustable points?

Revit's annotation tools are primarily designed for precision and control. However, you can achieve a similar effect by using a Detail Line, but personally i don't think it is very helpful to do so

Are you looking for a workaround or a standard?  In other words, are you wanting to do this selectively and limitedly, or everywhere and all-the-time?   I mean, you can turn off Leader Lines and draw Splines in their place, but this isn't a practice I'd standardize.
