My old room layout is still showing when I try to put new Rooms. I completely deleted all the rooms. I went through all the linked files, theyre using Spaces not Rooms. 

And there is no boundaries anywhere, why cant I place rooms to my new layout??

Maybe your View Range Cut Plane is too high.

This happens when you floor plan view was not created using the correct Associated Level, but copied from a view of another level and changed View range.

Can you show View Range screenshot?

Maybe a wall that is not visible in this plan view. For example a soffit. Create a section view and make rooms visible to see where it is "stuck".

I'm betting you checked Room Bounding in the Link Properties and that did it.
