Need some help on railing adjustment

If someone can help me out I would like to do 2 things with this railing-

1. Connect the stair and deck railing as they should be. 

2. I would like to have a bottom rail raised up 4" or so from the base. (see Railing style picture)

1. I would delete the railing from the deck and edit the Stair railing and draw in the additional Deck Railings elements

2. As regards the Bottom Rail - Find something similar in the System Families folder of your Revit Content > Railings and Edit to suit and Copy and Paste into your model and edit to suit
