Can I make railing on existing stair and how?

I assume you have modeled a stair in the Existing phase. You can model a railing on it in exactly the same way you can model a railing on any other stair. The railing can be created in any phase you like.

Or are you looking for a complete "how to model a railing" tutorial?

i will show u what is the problem in image:

when i make the railing for simple stair its working ... but when its "3 runs" the railing path lines give this result in the image

That has nothing to do with phases. Have you tried selecting that section and picking a new host with the appropriate tool on the ribbon?
