Making option primary- issue

When i try to make one of my options  a primary option, I get the following error. "No element in a secondary Option can be referenced by an element outside that Option. "

I'm familiar with this error message.  I don't know how it can relate to promoting an Option.  How are you doing it?

Does it still give you the choice to click OK?

I am trying to bring it in via, the design options dialogue. 

I simply click make primary.

The ok is grayed out. 

If important- this is happening for all my options: none of them can be made primary. 

And now that I check, this is happening in another file as well. What is this!!?

I had a similar issue with Design Option and found that some analitical elements were included in my primary option. 
I solved it by deleting those before promoting my other option to primary.
Maybe your issue has to do with this too.
