Linked Workset VGOs

I am developing architectural detail views of structural connections. I am trying to toggle on and off everything EXCEPT the linked structural workset in order to get a better view of what they are drawing. However I am not able to control worksets as expected. Please see below for the linked structural workset:

my architectural elements are modeled in workset 1:

but when I turn off workset 1, it hides everything:

Looks like you are dealing with Worksets in Design Options.  I can see where that might be a monkey wrench.

Just created an option with no canopy modelled to let the structural model come through. I guess that's a workaround.
