Linked Revit - File path loss after saving detached model

We've noticed an error that is happening to one team's model when they detach, audit, and re-save a new central model. Here are the steps they follow:

 

-Close all local models

-Open the central with "detach" and "audit" active

-Preserve worksets

-Save As, then save over the previous file.

-Sync and relinquish user-created worksets

-Close the central, then re-open a new local copy.

 

Upon opening the model again, we see a "links cannot be found" error. In the 'manage links' tab, the relative path of the links has changed to another folder within that project's network drive folder structure, usually the next folder up the list from the linked model folder.

 

Has anyone experienced similar issues?

The model is R2020, all team members are on the same version, consultant-provided models have been cleaned and upgraded by the BIM manager.

use e-transmit instead of all those steps.
