Linked CAD doesn't show up in one plan view

Hi all. I'm having issues with a civil CAD file. To my knowledge the CAD shows up in all plan views except one, and I can't figure out why. The file is turned on in the view template, and another CAD file in the same view shows up just fine, so I'm stumped. These are the things I've tried so far:
- Shift-select and turn on all the layers in the CAD file (rather than the appropriate layer subset), no change.
- Create a new plan view and apply the view template, no change.
- Select the CAD file in another view, switch to the affected view, right-click and check "override graphics in view" for anything fishy, nothing wrong.
I've attached a partial view of the view template showing that the file is visible and some layers are turned on, including layer 0 on which all the xrefs are placed. I also noticed that the properties of this CAD file appear very differently than the landscape file which shows up correctly. I don't know if this has any significance but I'm including views of those properties too. Any suggestions would be gratefully appreciated. TIA.
