Lights placing on wrong ceiling

My light fixtures that I downloaded from Revit city, and the ones auto in Revit are acting weird. I'm in Revit 2024, and I placed my lights in the ceiling of my level two ceiling in the electrical lighting panel, but when I place them, it attaches to the first floor ceiling instead. I've tried using the Ceiling view, but it doesn't let me place them there. the strangest thing, is some of them place properly, and some don't.  Help?

Revitcity content can be hit or miss. Post the link to the fixture you are using so we can test it on our end to understand the behavior you are experiencing.

No issue with the family. I assume it could be view range that need adjusting for ceiling plan. Also make sure the ceiling object is turn on

Place them in 3D View.  Then tweek their location in Plan View.
