Issue with Room Tag

I thought the problem was due to trying to create a room at an outdoor terrace with parapet walls but I can't seem to create rooms on this level even in a fully enclosed room that is already tagged as such.

What is the pink area?  Isn't it already a room?

Yes, as is blue - but this doesn't stop me from placing a room in an existing room on other floors:

I am showing this to demonstrate that there is an issue with outdoor and indoor space in the above post.

I asked you one thing and you answered with pictures from different areas.  There are plenty of reasons you can place a room so share your model here and indicate the level and the area you are having trouble with.
