Is it possible to just draw a overlay in the callout view?

I am continuously change by accident the actual model by dragging stuff around in the callout view.

Is there a lock to prevent that from happening?

Select the objects you do not want to be move accidentally then use the Pin tool from the Modify tab or type PN. Although this is already enough, try to uncheck the Select Pinned Elements selection tool (its located at the left side of the ribbon - Modify, under it you will see Select).

In the properties of your callout view, under Graphics, there's a parameter called Display Mode. If you set this to "Do not display" the 3D geometry will be hidden and only the 2D elements will be visible and can be edited.
