Is it normal for when importing an ifc to revit it doesnt make any cuts into the topography

heres a section.

I just opened an ifc in revit however it doest make any cuts into my topography as shown in the section

Do I have to create a new building pad in revit or is there something I missed in the settings?

You have always to make Building Pads in Host File for any  Linked File regardless being it a Revit or an IFC File

Yes it's normal.  Only building pads can cut topography.
