In 2022 I can delete views pinned in a sheet.

In Revit 2022 the views, schedules, section etc. can be deleted from the project browser, even though they are pinned in a sheet.

I am trying to clean up unused views and this makes it very time consuming. Is there a setting causing this?

Not clear what you are saying.  Something being pinned doesn't prevent it from being deleted via the Project Browser. 

As for deleting views, have you tried doing this through a View List Schedule?

My assumption is that views pinned in a sheet can not be deleted, even from the Project Browser. Are you saying this is an incorrect assumption and that views can be deleted from the Project Browser even when pinned in a sheet is the normal behavior for Revit 2022?

The view does not reside on the sheet. That is a viewport. You can delete the viewport without deleting the view but not the other way around.
