IFC EXPORT PROBLEM coordinate system changes

As a surveyor I need to export a model from revit into an IFC file. I ve set the project to the exact world coordinates using the survey point. including the datum to mark as Sea level. However as I export to IFC using the survey point as project origin, the IFC viewer shows the X and Y coordinates are flipped and one has gotten a negative value. The Z value is correct on the other hand

If i export it using shared coordinates as project origin the X and Y coordinates are correct. But the Z value is that referenced to level 1 and not the survey points datum. so the Z value is wrong. How do I fix this?shared coordinates export
