Does anyone know how to fix the issue with loading a set of standards because it seems I cannot edit the set of standards on the tab?

Are we still talking about the DWG export standards?  Can you show a screenshot of what can't be edited?

In this tab, it is all grey out, it does not allow me to edit any of the columns, does that mean I have to go back to the text file to edit it from there. I thought it would let me edit it from here and would be able to make changes.

It means your text file is format incorrectly. Did you edit the AIA file and ONLY replace their layer names and colors with yours? Share the text file here and see.

Attached is the text file, and this is the text file I was able to get. It looks similar to the one derived from the excel file, so everything from the text file such as the colors are there, what can be changed or how?

Your file is not compatible, the format is wrong and you cannot use it.  I already said multiple time that you need to save as from the AIA and ONLY change the layer names and colors.

Look at the comparison below.  A compatible file must look exactly like the one on the right, you can only edit the content of columns C, D, E, F.
