Don't Split the Toposuface.  Edit the Toposurface and lower the Points 20cm RELATIVE TO SURFACE.  You can also shape-edit the Toposurface with Building Pads.  Building Pads can be level or sloped.

i manage to create stairs with building pads

but the final edge raiseup....how to get rid of that behavior?

i tried to add relative point and increase the topo res

but it much more difficult

in siteeplan cant see all dots....why?

view range is unlimted

Are you creating pads within that split off portion of the Toposurface you are showing in your first Screenshot.  If so, don't do it that way.  Don't create a finite toposurface area that precisely matches the stairs.  You need breathing room.
