How to set up for enabling the level icon in Architecture Bar?

Hi All, 

I need help. I am a beginner of Revit and after I create the project template and I try to use the Level icon but it is in disable mode. Would anyone mind please show me how to enable the level icon? I am really appreciated that.

You need to be in a section view to create a level.

Or an elevation view.
