How to Search for Custom Properties Within Palette Parameters

I was recently tasked with cleaning up our office's Revit template. There appears to be a custom parameter titled 'Chapter' and 'Project Phase' in the Properties Palette under the Other tab.

I tried creating a new project with template set to '<none> and 'Architectural Template'. This 'Chapter' and 'Project Phase' parameter does not exist in Revit's default template settings. I also looked at Autodesk's Sample Project, and these parameters do not exist either. 

My questions are:
1) Why are these parameters appearing in my office template? 
2) Why don't they appear in Revit's default templates?
3) What is the "Other" tab in the Properties Palette window?
4) Are these parameters custom? If they are custom, how were they created? How can I search for/edit/delete these parameters?
