yes but is there any way of doing this without having to rotate the whole view itself?

That is what is happening

It wont let me rotate the crop region like in a regular plan

1. use a scope box to crop the view where you'd like to call out. Let's call this 'view 1'
2. Draw a callout and select 'reference other views', select view 1

And how can I make sure my call outs are created at 1:100 instead of 1:50? Every time I create one it turns it 1:50

If you are using the call out view, then just directly change the view scale after you create it.
If you are using the reference view, then change the view scale of the reference view.

If you want the default scale to be 1 to 100, just set a view template (where you can set the view scale) for the call-out type
