I'm trying to make a stair that the bottom riser turn around. But seems like Revit stair tool, doesn't have feature that makes it possible. please see my screenshot. (The screenshot is made from a Place-in-Model stair. )

Its a 2 steps... or even 1 step and a landing if the top tread is at the level of the landing.?

It might be even simpler/easier to place 2 floor elements and use slab edge for the nosing/risers...See GIF below

You can make a two riser run, convert to sketch and edit the sketch lines.  Increase structure depth for the run to be thicker than 2x riser height.

In 'Modify Stair', if you 'convert' a stair assemble, you should be able to use the sketch tool to draw the riser the way you want. Using the sketch tool, you can make risers do just about anything... Radius, zig zag... etc.
