how to make Edit By (user) parameter for floors and ceiling

BIM mangers make locked parameter called Edit By to read users when they make modify for Floors Or Ceiling and other Elements .....How to make this locked parameter

What??? If it's locked, how would someone enter their name or initials or inmate number if they edited?

Perhaps it is a Workset that is "Owned" by the editor of those elements?

I have seen worksets used as a way of making things "uneditable" for all users other than the owner,

for instance the "Project Information Workset" to keep the Project Base Point or Survey Point from being moved/edited.
