How to invoke the Reference Point command?

How do I invoke the Reference Point command (Revit 2015)?

"Help" tells me to do it like this:

Create tab Draw panel (Reference Point)

However, there is no Create tab.

"Help" says it can also be done like this:

Modify tab Draw panel (Reference Point)

However, there is no Draw panel under the Modify tab.

So what the heck??

I believe that reference point functionality is only available in the massing environment or adaptive component environment.
