Try to place a family place on face instead of workplane (create temporary face ) . or you can create structural frame based family to adjust both end  elevation.

You mean you want to place and draw the Line-Based Array Family on a Sloped Face in the Project? If so, check the Contextual Tab on placement in the Project. There a 2 Placement Options -- Place on Face and Place on Work Plane. But you can only draw in one linear direction per placement instance.  There are other methods to build "arrayed"  families that can change directions/hosts in one shot.  Is that what you are after?

BTW: Ever use Pipe from the Systems Tab?

Draw a reference plane for your second pipe and use the H to control the offset.

Then you can get the angle, or 1/X using formula.

Simply change the family to Mechanical Equipment category then you can rotate it freely in projects.

Did you consider using piping system? Optionally you could build it as beam family, not an elegant solution category-wise but other then that it should do the trick...

Actually if it's sort of like a placeholder/illustrative for purposes other then fabrication etc. you could also create it as an adaptive generic family...

Otherwise below links might be useful (looked these up for you, for specifics/questions you might want to visit ac fabrication forums depending on what you're looking to do... I don't have any meaningful experience with this MEP stuff to help you along with that...) Hope it helps.
